Marilyn Friend (2008) discusses how in the early twentieth century students were still not accepted into public schools. Students who had physical or mental disabilities were placed into separate classes, made up entirely of students with disabilities. Over the past century, various court cases have defined how special education has changed. In 1954, the Brown v. Board of Education, gave way to questions about whether or not separating special education students from the general education population was appropriate or not. Some people believed that taking students out of the classroom gave them a label for their disability and therefore was discriminatory towards students, rather than helpful in providing services they needed to make them successful. Friend, 2008, p. 47) Not only did educators become advocators for children’s with disabilities, so did parents. The Mills v. Board of Education (1972) sparked the determination of providing special education services for students. In response to various lawsuits against the Board of Education legislation created mandates to ensure the rights f or students with disabilities. Structure of Special Education Parents continued to push for the rights of children, as well as congress. The Elementary and Secondary Education Act of 1965 were laws that provided funding to states to assist them in creating and improving programs and services for children with disabilities. The Education for All Handicapped children Act in 1974 was created to allow full educational opportunities for students with disabilities. In 1986, the federal special education law was changed to include services for infants and young children. (Friend, 2008, p. 49) In 1990, the Education for All Handicapped Children Act was changed to Individual with Disabilities Act (IDEA) and more disabilities were added. The most recent change was in 2004 when provisions were added to help resolve disputes between parents, as well as the requirement for student instruction to be taught using evidence-based practices. Federal law forced educators to change their view of special education students and how to best serve their needs in the school environment. Also in 2004, President Bush and Congress wanted IDEA to align with No Child Left Behind Act of 2001 so that schools would be held accountable for making sure students with disabilities achieve high standards (Friend, 2008, p. 68). Jill Hockenbury (2000) pointed out that special education is a key part of the public education system but that there are still challenges in special education today. Critical changes that are needed in special education include constructing a defensible philosophy of education, providing effective and intensive instruction, and improving the quality of teacher training. These changes are still being worked on today. The needs of children today are demanding that teachers provide effective instruction, that’s meaningful and allows the teacher to reach all levels of development in one classroom. Trends and Issues Quality teacher training is also one of the biggest challenges facing special education and relates directly to a key topic heard a lot about in special education, which is inclusion. Inclusion centers on the belief that students with a disability should be allowed to be a part of the general education classroom. However, inclusion is difficult because of the requirement of the general education teacher. The general education teacher should be able to meet the needs of the students in his or her classroom, which can be difficult depending on the students needs. However, inclusion states that students should be in the classroom full time, receiving instruction the same as non-disabled peers, and there should be no need for pull-out. In some cases, members of a child’s IEP team may not agree on the appropriate environment for a student. With increased opportunities for teachers to have training with research-based methods and strategies, this area should be able to improve in the future. Researchers have stated that inclusion is beneficial to both students with disabilities, and those without disabilities. A study done investigating perceptions of learning of nearly 5,000 kindergarten students through 12th grade revealed that students with disabilities wanted to learn the same material, use the same books, and enjoy the same homework and grading practices as typical peers. (Friend, 2008, as cited in Klinger and Vaughn 1999) Other trends in special education include universal design for learning and differentiation. Universal design for learning (UDL) is the instructional approach that students with disabilities should have access to the curriculum. Along with UDL is the use of differentiated instruction (or differentiation) to explore the concepts of UDL further. Differentiation means that within one environment, students with multiple needs will have their needs met through various ways. UDL and differentiation should be utilized by general education teachers to meet the needs of their special education student. (Friend, 2008, p. 77) These trends are all key concepts in the world of special education. They all impact the way special education teachers should teach to meet the needs of all their students. Pat Beckman (2001) reiterated this fact stating that â€Å"improved student learning requires teachers, schools, and districts to give up unproductive traditions and beliefs, replacing them with validated practices and a full understanding of the intent of the law. † IDEA requires teachers to use â€Å"programs, interventions, strategies, and activities† that are researched based. In early America, blacks were lynched for the slightest violation of informal laws and many of these killings occured without any type of due process. As the judicial system has matured, minorities have found better representation but it is not completely unbiased. In the past twenty years strict controls have been implemented but the system still has symptoms of racial bias. This racial bias was first recognized by the Supreme Court in Fruman v. Georgia, 408 U.S. 238 (1972). The Supreme Court Justices decide that the death penalty was being handed out unfairly and according to Gest (1996) the Supreme Court felt the death penalty was being imposed ?freakishly' and ?wantonly? and ?most often on blacks.? Several years later in Gregg v. Georgia, 428 U.S. 153 (1976), the Supreme Court decided, with efficient controls, the death penalty could be used constitutionally. Yet, even with these various controls, the system does not effectively eliminate racial bias. Since Gregg v. Georgia the total population of all 36 death rows has grown as has the number of judicial controls used by each state. Of the 3,122 people on death row 41% are black while 48% are white (Gest, 1996, 41). This figure may be acceptable at first glance but one must take into account the fact that only 12% of the U.S. population is black (Smolowe, 1991, 68). Carolyn Snurkowski of the Florida attorney generals office believes that the disproportionate number of blacks on death row can be explained by the fact that, ?Many black murders result from barroom brawls that wouldn't call for the death penalty, but many white murders occur on top of another offense, such as robbery? (As cited in Gest, 1986, 25). This m ay be true but the Washington Legal Foundation offers their own explanation by arguing that ?blacks are arrested for murder at a higher rate than are whites. When arrest totals are factored in , ?the probability of a white murderer ending up on death row is 33 percent greater than in the case of a black murderer? (As cited in Gest, 1986, 25). According to Professor Steven Goldstein of Florida State University, ?There are so many discretionary stages: whether the prosecutor decides to seek the death penalty, whether the jury recommends it, whether the judge gives it? (As cited in Smolowe, 1991, 68). It is in these discretionary stages that racial biases can infect the system of dealing out death sentences. Adapting Technology to Global Warming Most common misconception regarding global warming and climate change is the standardized between these two ideas. Global warming refers to the long-term increasing trend in the average global temperature. Climate change on the other hand is the effect of various phenomena such as global warming to the global climate. It is better visualized as the â€Å"side effects† of warming like heavier typhoons and storms, melting of glaciers, and more and frequent droughts. It can be said that global warming is a result of human-caused climate change. The black line shows the concentration of CO2 in the atmosphere. Global warming is just a preliminary concern to a bigger problem. With various climate-change phenomenon recently occurring, mitigating solutions should be implemented, another way to proceed is also by adapting the technology to utilize these various changes. Most famous propaganda that tackles solutions to global warming is the Green New Deal (GND). GND is a proposal that contains a list of ideas and eco-supporting platforms that plans to reform the status of US government in terms so sustainability. According to Vinjamuri, this agenda became a widespread concern for most 2020 contenders for election. Their varying stand regarding this proposal is being evaluated by the community. GND has just recently being revived by Congresswoman Alexandria Ocasio-Cortex of Bronx. Congresswoman Alexandria Ocasio-Cortez addresses the Green New Deal in a crowd at the annual Womens March on 19 January 2019. The proposal described in GND has categorized certain issues and plausible actions toward them. This project was estimated to cost around $1 trillion. As discussed in the GND proposal, suggested innovations can be correlated to renewable energy, smart grid, energy efficiency, transportation, low-tech solutions, cows and climate change, guaranteed jobs, labor laws, public ownership, providing higher education, trade unions, trade deals, indigenous people, health care, housing, security, clean air and water, and healthy food and nature (Sierra Club). One of the main goals of this project is to have a 100 percent clean, renewable, and no-emission energy sources for power supply in the United States in a span of 10 years. This ideology is being questioned if this would be even possible. A lot of investments were already focused on energy industries spending hundreds of billions. The one that GND lacks is the scale comparison with this trading. Along with this topic is the building of energy efficient constructions and smart which purpose is to have affordable electricity consumption. Making these kind of buildings ang innovating them to be green will surely cost a fortune. In 2009, it was estimated that retrofitting a building would cost $4.5 billion while for a public project it would cost $3 billion. With surplus in development plans, one aspect that will also be affected is the job recruitment. This entails a different wage for a family having a certain number of household. For example, a family with one adult will be paid $11.41 while having two adults will have $18.44. And if one adult is working, the wage would be $26.39. With the guaranteed job secured, health care is one of the priorities. The green new deal is an â€Å"imaginative project†. Even though its cause so good and also for the betterment of the future, it will definitely consume a lot of wealth. It was estimated by Congresswoman Alexandria Ocasio-Cortex, that taxes in the United Sates should go as high as 70 percent to be able to sustain the budget for this proposal. IN the current situation, the top tax rate was 37 percent which was the result of Tax Cuts and Jobs Act of 2017. Tax amounting to almost double of the current state would be a stone-in-the-pocket for the citizens. This concept is highly undoable and considering that the issues discussed in GND are not the only ones tackled by the government. Proper allotment of budget should be observed to have equal observance on problems. However, to have an improvement regarding our actions towards sustainability and climate change, ones community should impose heavy rules and dedicate a huge amount of money in order to achieve it. A way to obtain these proposed agenda is to utilize the naturally occurring catalyst to global warming, the sun. Most projects or technology today are focusing on acquiring renewable energy and converting them to our daily need in terms of powering our homes and easing up the activities in work. Some people are not yet aware of the existence of global warming and its effects. It is and will greatly affect or disturb the balance of the ecosystems. Due to the detrimental effects of this phenomena, solutions should be devised. According to Shahzad, alternate energy sources such as solar, wind, hydro, geothermal, and biomass should be pursued. Finding and using renewable sources of energy is an alternate solution to the ever-increasing global warming effects. Investing in energy efficiency and renewable energy creates smart business sense in United States because it makes new jobs in a wide range of industries, foster innovation and gives competitive edge in global market. Clean technology is a successful one having a global revenue of $900 billion in 2007 and venture capital investment of $8.5 billion in 2008. Nanosolar and Solyndra which manufactures thin-film solar cells are among the top American Companies which business have attracted a huge money (Union of Concerned Scientists). Chinese business has recently expanding their manufacturing of wind turbines and solar cells due to policies that require use of energy efficient technology and renewable energy. They are expecting to generate 155 percent of its electricity from renewable resources by 2020. According to Hanley, renewable energy is being highly utilized for electricity providing the trend in the figure below. By adopting strong policies to promote this kind of clean technology, one can deliver economic dividends in the form of energy savings, new jobs, growing industries, and further opportunities for innovation. Another opportunity is with utilizing solar energy into farming. Solar energy can cut the expenses for farm’s electricity and heating. Solar heat collectors can be used for drying of crops and warming up homes, livestock buildings, and greenhouses. Solar water heaters provide hot water cleaning pens and dairy operations. Photovoltaics can power farm operations, especially pumping of water from groundwater and lightings. An example of growth in the application of solar photovoltaics in Asia and Africa is shown below (Hanley). Global Warming has always existed and still continuous to implement dangerous threats to the society. We should be able to incorporate our existing technology to be able to adopt to these changes in the environment. Utilizing our renewable resources will sure lessen the detrimental effects but that alone will completely eradicate the problem. We should always play smart in tackling these kinds of situations. Preparing a reflective report Reflective report is the report which covers different stages of the business plan that includes development, idea initiation, business plan development, generating the presentation and feedback. Also is personal role and reflection of the meaning of business plan to determine the knowledge and our involvement in preparing the report which help the student to analyse the whole process of developing business plan from ideas developing to generation of plan. 2. THE TEAM WORK Our business plan group was made up of four members including myself and Saida M. Bandawe, Edna Mtema and Grace Sikaona with the help of our tutor. After we form our group we planned to meet after classes and discuss different business ideas from each member of the team and we decide to work on the Trash Collection project after confirmation with our class lecture. The reason of choosing this project is to prevent environmental pollution in Mikocheni society as well as Dar es Salaam city in the future. The roles distribution ere based on the area of specialisation so as to be able to give contributions in the form of ideas to progress with business plan preparation. PRESENTATION EXPERIENCE It is important to present a business plan because it builds a confidence and ability to express she/he ideas and views to the panel 4.1 Importance of the presenting the business plan Presenting in a group might not be a good way instead in our class we had an opportunity for each one of us to present their business plan singly and each members has to present at least two slide, for me this was an excellent way as it helps us to build confidence in defending our opinions and thoughts when answering the questions raised by the panel. During presentation I learnt the following: During presentation is important to be prepared and well organized, otherwise you will end up shaking and get nervous, and hence no massage will be delivered to the audience. In presentation one must focus on what s/he is going to accomplish with the requested capital and less on high level markets statistics. Its important to hold presentation for less than one hour in order to maintain panel attention and not get tired or bored with the presentation. For example, if the failure was operational, we may ask them to train the operation manager to be trained by their experienced operational manager. 5.1 Usefulness of the business plan By using our business plan, our company can use it as a guide and means to see how well the results of the business are. Crime and Hurricane Katrina Essay

Hurricane Katrina caused many forms of distress, displacement and disruption to the community of New Orleans and the citizens most certainly were forced to act in drastic ways for survival. The response by the people has been considered forms of criminal activity and in all senses of legal activity has been defined as crime. Acts of looting and violence were reported by many reporters of various news media. Crimes were not only committed by everyday citizens of New Orleans, but volunteer workers as well and even, what people saw as the most shocking display of violence and betrayal of trust, by the Law Enforcement Officials as well. What is also interesting is how this destructive event altered the residents’ perception of what is crime and what can be considered criminal. What was once considered to be a betrayal of trust towards another member of the community had been transformed into an activity that was now a means of survival. Some of the acts varied from a â€Å"need† to steal because they â€Å"had to† (i. e. , stealing from Bath and Body works for soap, supermarkets for food, water, clothes, etc. ) and then increasing to other side of the spectrum to murder of strangers, friends, and even family. Hurricane Katrina caused a massive social disruption to the people of New Orleans and this catastrophic event would eventually lead to their breakdown of societal rules and values. And it is this breakdown that would not be lost to the eyes of the news media and would be broadcast everywhere, all across the world (of Katrina, apocalypse 2005). The New York Times gave many accounts of the violence, destructive and slide into anarchy that was happening in New Orleans. One article, published September 29th, 2005, After Katrina, crimes of the imagination, detailed the mass amount of looting and violent crimes in the area. The article details the fears and horrors of becoming a broken society and living in fear of your once loved neighbor. Another thing this article seemed to touch on was that it was possible that fear was actually caused by a trick of the mind. â€Å"†¦Some, but not all, of the most alarming stories were figments of frighten imaginations, the product of no reliable communications, and perhaps the residue of raw relations between some police officers and members of the public. † Speaking of the â€Å"raw relations between some police officers and members of the public,† these supposed raw relations were only further hurt and ripped apart by actions made by the police department themselves. Five police officers were accused and convicted (six years later) of shooting and killing defenseless citizens attempting to cross a bridge in search of food, water and shelter. These same officers along with the help of their department attempted a brilliantly mastermind plot to cover up their crime. This included â€Å"made-up witnesses, falsified reports, and a planted gun† to prove that they were under fire by the citizens and were only trying to protect themselves. In association with police corruption and brutality, there was a similar crime committed by five different police officers a mere two days before the crime previously mentioned. An injured 31 year old male was taken to the temporary headquarters of police by his friends in search of help. The officer drove off with the car with the injured male still in the back seat and his remains were found in the torched car. The implicated officer, for shooting the injured male and attempting to cover up by burning the car with the body still inside (oddly enough) was charged with a civil rights violation and the remaining four were charged with obstruction of justice. This just yet another article (5 cops charged in post-Hurricane Katrina shooting, burning death) found in the Daily News archives describing the corruption and brutality of law enforcement in the face of disaster. However the actual brutality of the police system is not entirely at fault on its own.
